General Observations

Certain blemishes which Swedes themselves see in the human rights aspects of their own legislation and govern- ment practices are ignored in the following assessment on the grounds that they are insignificant on a global scale. Examples are certain vestiges of a paternalistic regime in relation to nomadic Lapps: laws comparable to vagrancy laws in Britain which permit the police to take suspicious loiterers in for questioning: rights of tax inspectors to exercise limited powers of entry and arrest.
