(vi) Article 18(1)(f) of the Constitution states
"All citizens have the right to freedom of peaceful assembly and of association" In normal circumstances, trade unions are subject to few restraints. Many of them are currently demonstrating their freedom to strike. Emergency regulations now restrict the right of assembly but so far have not been successful in ending strikes in essential services.

In view of the recent emergency regulations, we would suggest a rating of 1.
Article 18(1)(i) of the Constitution states: "Every citizen shall have the right to freedom of movement.... Many Ceylonese emigrate.
