Rwanda appears to have a network of courts, and a Supreme Court which is concerned with the trials of VIPs. However, it is difficult to assess how independent the ju- diciary is in practice.
Trade union freedom is guaranteed by Article 42 of the 1962 Consti- tution. There are two unions, which have a limited ability to strike.
The problem as regards freedom of emigration is not one of Government control, rather a lack of an admin- istrative framework which can issue passports and the difficulty of ob- taining the necessary foreign cur- rency. There is, however, no evi- dence of systematic control.
