It would be idle to pretend that the Judiciary would be independent in any case that interested the Government. This is, however, rele- vant only to a small proportion of the total number of cases.
The Unions receive a good deal of support from the State, under a Labour Code that favours the employee. But they would never challenge the Government's authority, either on general policy or on individual in- dustrial disputes.
There is no problem over emigration, except for somebody who is behind with his taxes, or in commercial or poli- tical trouble. In these cases, exit can be prevented rapidly and without any effective appeal procedure.
