There is freedom of movement within Nepal (save for a few restricted areas) and Nepalese may travel in most parts of India without documents. It is difficult for a Nepalese to obtain a passport to travel further afield. Study and business are (after scrutiny) accepted as valid reasons for the issue of a passport; change of residence would not normally be accepted.
