The Constitution provides for a formal separation of powers. In practice, the Judiciary is sub- ordinate to the Executive and there- fore to the ruling party. It can and does take an independent stand but rarely does so on matters which have political implications. The innocent are rarely punished but the judgement of the guilty is open sometimes to subjective influences.

Mexico has had advanced labour rights since the Constitution of 1917 and organised labour is both very strong and one of the major supports of the ruling party. But union leaders ex- ercise iron control and vigorously oppose any independent labour movement outside the system. The major unions however, control only a relatively small percentage of the work force outside major cities and the medium and large industries.
