Workers' organisations in Iran are established at plant level and affiliated to the government- sponsored and apolitical workers association of Iran. On bread and butter issues such as wages, bonuses, fringe benefits they are powersful and quite effective.
A fee is charged for a passport and security clearance is necessary. Women at present have to have written consent from their husbands. Delays are more administratively than polit- ical and, in practice, it is not difficult for Iranians to leave the country.
