(v) The Government is determined to end the

judiciary's independence. Legislation to that effect was part of the recent Constitutional Amendment Act. A judge following the law rather than the wishes of Mrs Gandhi can expect a posting to some inaccessible area. The Supreme Court is safely packed. Increasingly cases will be transferred to specially constituted "tribunals". Before June 1975 the judiciary was free from Government interference.

(vi) Trade union freedom is slight, and

declining as the Government gets its grip.

(vii) Formally, there are some restrictions on

emigration deriving from economic and financial restraints; but in practice

there is little to stop someone determined to emigrate see Heathrow any day.
