HONG KONG
Congress notes the efforts of the General Council to focus attention on the social and economic conditions in the Crown Colony of Hong Kong.
In particular, Congress welcomes the appointment of Professor Turner and associates to study labour relations and social conditions.
Congress regrets that representatives of the TUC and CBI were not included in the investigating team and calls for the publication of the Report.

PEACE AND DISARMAMENT
This Congress calls on the Government to accept the proposal by the Warsaw Pact Countries for a treaty pledging all the signatories of the Helsinki final act never to be the first to use nuclear weapons. Congress is of the opinion that this would be the first step to the fulfilment of the pledge given at Helsinki to complement political agreement with genuine measures of disarmament.
This would reduce arms expenditure, the burden of which falls on all people.

Congress condemns the gross violations of human rights that continue to take place throughout the world and urges support from affiliated unions for the "urgent action campaigns" of Amnesty International on behalf of trade unionists who are detained and subjected to torture for their activities.
