Mr Loung Tat-shing, the President of the Urban Services Department, Kowloon Workers General Union, was appointed to be a member of Hong Kong's Legislative Council in 1976. I consider he would benefit greatly from attending the Overseas Trade Union Course which is organised by the Department of Employment on behalf of the ODM. Not only would he learn much of advantage to him as a trade unionist but I would hope his command of English would improve after a stay in this country.

Before I take up with Hong Kong's Labour Commissioner the possibility of securing a nomination for the 1978 OTU Course, I should be grateful if you would consider whether he could undergo a preliminary period of English instruction, possibly under arrangements made by the British Council.

Your early advice would be appreciated.
