HONG KONG: PROFESSOR TURNER'S STUDY: FINANCING

Mr Duffy advises that we should take account of the following papers when we see Professor Turner this afternoon:-

2. Two points are likely to arise as regards the financing of the first stage of Professor Turner's study. First, there is the question of whether Professor Turner is "owed" about £1,000 and, if so, what we are going to do about it. Professor Turner says in his letter of 5 May that he holds HK/7,678 (or, according to his calculations, £950) from previous allocations and suggests that he should hang on to this sum and "call it quits". The ODM, on the other hand, say that the balance of HK$7,700 (rounded up and, according to their calculation, the equivalent of £885.06) held by Frofessor Turner was taken into account when calculating the monies due to him. I suggest that without revealing this fact to Professor Turner we should tell him that we are prepared to let him keep the sum of HK$7,678 from the first stage without conceding the point that a sum of this order is "owed" to him.

3. The second point that might arise is that of the payment for

'sundries" for the first stage. Professor Turner says in his letter of 5 May that he was paid £25 and not £125. The ODM's books show that he was paid a total of 125 - £100 in August and £25 in November. I see that Professor Turner is saying that the sum of £25 only was paid on the "November/December round" and it may be that he is not disputing the receipt of £100 earlier on. In any case, the fact seems to be that Professor Turner has been paid all that he is entitled to for sundries.

4. Mr Duffy does not think that any points should arise as regards the financing of the second stage of Frofessor Turner's study. As you suggested this morning, we might say that Professor Turner will be free to draw on the allocation set aside in Hong Kong for the second stage in whatever way he thinks appropriate, provided he keeps within the guidelines of the letter of appoint- .ment you sent him on 21 April.
