Thank you for your letter of 8 September. Stage 1 of Professor Turner's study was financed by the Ministry of Overseas Development and the Hong Kong Government supplied funds for Stage 2. This fact would seem to help you interpret your second point in favour of Professor Turner.
I would also stress that this study is unique in that there would appear to be no precedent in this Department which could help you in this matter.
