Turner Study
We hit a snag with the financial arrangements for this Study on the eve of Professor Turner's departure from Hong Kong on completion of his work here, and the purpose of this report is to obtain your agreement to a revised estimate.

Briefly, we proceeded on the basis of para. 4 of your letter of appointment of 21 April 1977 to Turner and met all reasonable requests for payment, by virement where necessary. Thus we met the fares and subsistence allowances for a junior replacement for Prof. Yerbury when she left after a stay of only 10 days. In addition, we agreed to his proposal of 30 June 1977 (App. A & B attached) and provided him with a further $5,000 to enable further work to be done on civil service unions. Everything was under control until we received Turner's letter of 19 September (App. C attached).

On the basis of Turner's claim for subsistence (which does not appear to be unreasonable) the revised estimate of the cost of the second stage of this Study is as follows:
Commitments calculated in accordance with your letter of 21 April inclu- ding actual cost of 4 return air passages for Turner, Yerbury & Fosh Contribution towards further study on civil service unions
Air fare for junior academic assis- tant as replacement for Prof. Yerbury Excess of subsistence not covered by virement
