You will wish, in view of your previous involvement, to be aware of the disagreement which has arisen between Frofessor Turner and the Hong Kong Government on the question of payment for the second phase of this study.

2. The attached letter is, according to my calculations, a more accurate summary of the money due to Professor Turner and his team. The calculations by Professor Turner are mistaken in two details, both of which concern the Professor's colleagues. Firstly, he has allowed for each of them subsistence of 5 weeks (the same as his own) whereas in your letter of 21 April setting out the terms of the appointment, there was provision for only 4 weeks for each colleague. Secondly, Professor Turner's arithmetic seems to have been at fault in that by my calculations his figures add up to 15,100 not 17,100. Taking these errors into account there is an additional sum of approximately $7,200 above that forecast by Professor Turner. This, together with the excess of $500 which he has allowed for, still leaves a shortfall of approximately $1,000 in the sum required for extra subsistence.

Since Mr Ho's calculations accord more closely with mine, and since they are within the limit of $70,000 agreed by yourself and the Governor, I would suggest that we agree to Hong Kong's revised estimate.
