1. Thank you for your letter of 26 September giving the revised estimate.

I confirm that we agree with your estimate and have no objection to payment as you have shown. I should put on record, however, that the amount of $5,000 in respect of the payment towards a further study of Civil Service unions is nothing to do with the Foreign and Commonwealth Office and is purely a matter between the Hong Kong Government and Professor Turner.
3. One word of warning. he invariably overspends his own estimates. I suggest that you make it clear to him that only $10,000 remains for his January visit and that if he spends more than that there will be no possibility of reimbursement.
