I refer to your minute of 45 December
cerning
Mr L J Handy and the sum of £1520 which he seems un- willing to refund.

I have consulted our Legal Adviser: Mr Rushford.
He recommends that the ODM should attempt to establish the whereabouts of Mr Handy. If this is successful, ODM should, in consultation with Mr Bickford (Legal Adviser), put the relevant papers before the Treasury Solicitor, who would consider instituting legal proceedings to enforce the claim.

I enclose copies (one rather indistinct I am afraid) of the documents on HKGD files which deal with the case and with, in particular, the circumstances surrounding the termination of Mr Handy's contract.
