HONG KONG: STUDY OF LABOUR RELATIONS
1. I attach, with reference to my telephone conversation with Mr Whitney on 28 February, copies of my submissions of 25 February and 4 March dealing with the question of a further study of labour relations in Hong Kong.
2. Ministers have now authorized me to make application for FCO funds to the extent of £4,000 in order that, subject to the concurrenc of the TUC and CBI, an extension of Professor Turner's study may be arranged (see paragraph 1(a), final sub-paragraph of my submission of 4 March). Enquiries elsewhere within the Office have revealed that there is no other possible source of funds beyond the money which I understand remains unspent from the Counter-Subversion Fund for 1976-77. This source of finance would be acceptable and, provided you see no objection, I should be grateful if you would approve expenditure of £4,000 from the Counter-Subversion Fund to help pay towards the cost of an extension of Professor Turner's study.
3. I understand that if this sum is approved it would have to be drawn before the end of the current financial year. Professor Turner would not start work on his extended study until April but I am sure that we can devise some means of overcoming this difficulty. Advance payments of honoraria and subsistence to Professor Turner and his colleagues who will be helping later in the year is one possibility. If you can approve my request I will ask Mr Duffy in my Department to get in touch with you to work out the details.
