Thank you for sending me a copy of your minute of 11 March to Mrs Behan.
May I take it that your reference to the approval of an extension of Professor Turner's appointment means that the Government of Hong Kong will be footing the bill on this occasion. We are at present proceeding on this assumption. I am sure you will bear in mind that if you need to consider additional TC funds you should first refer the matter to this side of the park as agreed with Mr Fry.

The exchange of minutes with Accounts Department which I have seen recently leads me to be a little uneasy about financial control of this appointment. Professor Turner seems to be calling the tune rather a lot. Although I appreciate the difficulties for you in connection with this appointment I hope you will bear in mind that at the end of the day it is to Hong Kong Department we shall look to justify payments which have been made. Whereas Accounts Department may well be willing to advise you on occasions, it is not for them to interpret Professor Turner's contract.
