OVERSEAS LABOUR CONSULTATIVE COMMITTEE

BRITISH AID PROGRAMME IN THE LABOUR/EMPLOYMENT FIELD

1st JANUARY - 31st DECEMBER 1976

The British Aid Programme in the Employment/Labour Administration field during 1976 provided finance and manpower in the form of technical co-operation and personnel training programmes concerned with labour administration, employment services including youth employment, social security, factory inspection and trades unions. Details of these activities are discussed under separate headings below.

Aid Policy

The Ministry of Overseas Development has continued to administer its overseas aid programme in accordance with the provisions of the White Paper "The Changing Emphasis of British Aid Policies More Help for the Poorest". These policies are closely in accord with the Declaration of Principles and Programme of Action agreed at the recent Tripartite World Employment Conference organised by the International Labour Organisation. Consistent with the se arrangements increasing attention is given to the social and employment effects of aid projects in addition to their economic benefits. Arrangements are also under consideration whereby the Trades Union Congress would be assisted to expand its programme of training for trade union movements in developing countries by the provision of a grant of £75,000 p.a. over a period of three years.

OIM Technical Co-operation Programme

During 1976, specialists in the field of Labour Administration, Factory Inspection and Social Security were financed under the various ODM technical co-operation programmes as operational staff, or advisers and consultants, to overseas governments as follows:
