I spoke to Mr Newall of Finance Department who agreed that, provided that the debit entered in the British Trade Commission account in respect of the £4,000 transferred to the Hong Kong Government is supported by a receipt from the Hong Kong Government, then Finance Department of the FCO is not concerned with the details.
