Further to your minute of 12 January, you will now have seen that I requested the BTC to forward details of all payments made to and on behalf of the team and for information on their dates of arrival and departure, and that the BTC has replied to the effect that this information is with you. On the assumption that you have copied all the relevant correspondence to us, this is not the case. I think we can only await Professor Turners' account of what he thinks we owe the team and go on from there.

2. I think, though, that I need to make a couple of things clear.

merely said that there would be no difficulty in approving an adjustment in the subsistence rate of the order of 10% even if this meant exceeding the total provision. If the total provision has been exceeded for any other reason you must, of course, clear this with Finance Department.

3. Our responsibility is to see that the three team members are paid their honoraria, subsistence and, on your authorisation, the accountable allowance for sundries and local travel. Refunds to the team for sums they have expended on

f local employees, office space, etc are for you to assess and authorise since they

are expenses of the project not connected with the appointment of the individual team members. It will be up to you to satisfy yourself that you have satisfactory evidence that the expenditure has been correctly accounted for.

4. As I say,

we must await Professor Furness' account, but as far as I can see we will be able to assume that all the team will have received their subsistence locally and that we merely owe the honoraria less advances and the small allowance for sundries. Since the honoraria were based on flat sums rather than on weekly rates there should be no difficulty in settling these even in the absence of firm dates.
