The last meeting of the Standing Committee to monitor the Planning Paper produced the suggestion that we should sound out the ODM on the possibility of financing further research by Professor Turner to round off the investigations he undertook into industrial relations in Hong Kong and I accordingly submit a draft letter to Mr Fry of the Finance Department, ODM.
2. In so doing, I believe that it would, in fact, be better for Hong Kong to pay for any further studies, on the following grounds:-

(a) Hong Kong can afford it;
(b) ODM will rightly resist spending money for research in Hong Kong, since its limited funds could be used more profitably in poorer countries;

(c) Professor Turner has already arranged with the
Secretary of the Civil Service to carry out further research into labour relations and presumably will be paid by Hong Kong for this; It would improve Hong Kong's image with the TUC and left-wing labour MPs if we cald show that the Hong Kong Government was interested enough in industrial relations to pay for further research; and Professor Turner wild himself, I imagine, prefer to be paid by the Hong Kong Government, since he has expressed dismay at the long-winded bureacratic process in relation to payments by QDM.
