approached to help with financing a second stage of the study could hardly be expected to meet any debts arising from the first stage. One encouraging feature is that the Hong Kong Government would be prepared to pay as much as SHK 60,000 out of the estimated total cost of HK 92,000, which would include the "compensation" payment for the first stage. We should, therefore, have to find HK 32,000 (or £4,000) from some other source. I suggest, however, that the first step should be to finalise the accounts for the first stage of the study.

Before we go any further as regards an extension of the study I think we need to have the views of Ministers on your submission of 18 February. In the meantime, you will wish to show the Governor's letter to the OLA.
