As promised I am sending you a copy of the letter from the Governor of Hong Kong with which he enclosed a copy of a letter from Professor Turner. The immediate problems are that the Governor is very keen that we should agree an extension of Professor Turner's study and that we should agree that at a very early date, certainly before the end of April. I appreciate the reason for this which is that academics of Professor Turner's stature wish to arrange well in advance their consultancy work for the Easter and summer vacations.

2. Sir Murray has offered to fund the extended study up to the value of £7,500 (HK$ 60,000) but is reluctant, for reasons which we have discussed before, to fund the whole of the extended study.

3. I have discovered a possible source of £4,000 worth of funds here in the FCO but this will have to be spent before the end of this financial year. It would be impossible to get agreement to an extension of the study from the OLCC before the end of April. However, you have indicated that it might be possible to consult the TUC and CBI informally in the near future.

I shall be submitting Sir M MacLehose's letter to Ministers in the near future and I shall clear the submission with you in draft before.
