HONG KONG: PROFESSOR TURNER'S REPORT ON A STUDY OF LABOUR RELATIONS
1. In my submission of 25 February (paragraphs 8 to 10), I discussed the question of an extension to Professor Turner's Study. Lord Goronwy-Roberts has now approved my recommendations, including that for an extension to the Study. (ir Jones' minute of 2 March.)
2. I have now received a letter from the Governor of Hong Kong reporting on a discussion with Professor Tummer. He reports that Professor Turner would like to be engaged to complete his study but needs to be told very soon whether he will be so engaged or not and that the end of April (the date of the next meeting of the Overseas Labour Consultative Committee (OLCC) at which the views of the TUC and CBI on an extension could be sought) would be too late. I understand Professor Turner's concern. He and his colleagues are busy academics who will normally spend the Easter and summer vacations on consultative work and so in effect he needs to be booked now. The problem is whether we should now try to engage Professor Turner for an extension before about the end of March. The problems fall into two groups:
(a) finance; and
(b) the question of consultation with the TUC and CBI.;
(a) Finance
Professor Turner indicated that he was dissatisfied with the financial arrangements for the interim study. He said that he and his colleagues are out of pocket as a result of the work done and mentioned a sum of £3,000. Unfortunately, neither during his call on me nor during his discussions with the Governor did Professor Turner seem able to give any details of this los8.
