1. We spoke. I should record the action now being taken following Lord Goronwy-Roberts' approval of Mr Stewart's submission on 4 March. First, Mr Stewart is returning to the OLA the originals of his draft letters to the TUC and the CBI, which have been slightly amended by Mr Murray. The way is now clear for the OLA to send off his letters. Second, Mr Stewart is proposing to send to Mr Smith in IRD a minute I prepared about ten days ago asking for £4,000 to be made available from the Counter Subversion Fund in connection with the extension of Professor Turner's study. If these funds are made available, Mr Stewart's preliminary thought is, that they could be transfered to the Hong Kong Government for disbursement as and when necessary. Third, Mr Stewart will be considering how best to make the approach that he has been authorised to make to Professor Turner regarding an extension of his study. He would like to discuss this with us at his meeting on 10 a m, Monday 14 March. His preliminary idea is that he should telephone Professor Turner from Hong Kong. Either then or at some stage, we should not lose sight of Lord Goronwy- Roberts' point that Professor Turner should be asked to itemise the sum of £3,000 he claims to have lost in connection with his study so far and the £8,500 which he estimates as the cost of an extended study. (Professor Turner has already made this latter point to some extent in the enclosure to the letter he wrote to the Governor on 22 February.)
