the modification now applied in respect of Article 3(2×c) can be removed by imposing penalties for non-compliance by shipowners These penalties are included in the Merchant Shipping (Crew Accommodation) (Amendment) Regulations which were approved by the Governor-in-Council on 14th December 1976. A proposed improved declaration will be submitted to the FCO shortly.
(the Director of Marine is also reviewing a number of other Articles which are now applied to Hong Kong with modifications and which will need to be the subject of consultation with the U.K. Department of Trade, Marine Division. A further improved declaration may become possible in 1978/79)
