nine improved declarations in 1978 may be over-ambitious. the nine conventions listed in Appendix III to Roberts' letter two are noted for improvement in 1980 and the position in relation to four others is still being examined. Also, with regard to Convention 32 (Protection against accidents (Dockers)) which I see is the subject of Strachan's letter of 7 October 1976 at folio 76, it should be noted that a further revision of the Convention is now included in the agenda for the 1978 Inter- national Labour Conference. Hong Kong should perhaps be made aware of this as they may wish to take the terms of the new Convention into account when enacting legislation.

With regard to the revision of Convention 32 it has not yet been decided whether the Conference should follow the single or double discussion procedure for this item. If the latter is followed the new Convention will probably be adopted at the 1979 session of the Conference.
