HONG KONG: ANNUAL MINISTERIAL REVIEW OF INTERNATIONAL LABOUR CONVENTIONS
1.
I have been giving some further thought to this review and the contents of a submission to Lord Goronwy-Roberts.
2. The 1976 programme, which I assume will need to be specified, involved improvements to four declarations affecting Conventions Nos 2, 14 (twice) and 22. The position is as shown in the note attached to my minute of 9 February, except that the improved declaration in respect of Convention 22 has now gone forward as proposed. The submission should also specify the 1977 programme which now includes Conventions 92 (on which action has been taken) and 94. I suggest it also should mention that there are a number of questions, arising from a study of Appendix II to the annual report enclosed with Sir Denys Roberts' letter of 4 January, to which we need satisfactory replies by the Hong Kong Government before we can be confident that the 1977 programme will be completed in full and on time. I enclose a note covering these points.
3. Finally I suggest that the submission should state an FCC intention to follow up with the Hong Kong Government at quarterly intervals, ie at the end of March, June and September, the progress that has been made in Hong Kong in keeping to the time-table.
