This is an encouraging prospect but in relation to ILO conventions Hong Kong's expectations in the past have often exceeded their achievements. Thus on 30 September 1976 the department was informed that the Hong Kong Government was in a position to improve declarations on 5 conventions but, as can be seen above, improvement was effected on only 3 conventions; a fourth convention was improved earlier this year; and the fifth has not yet been improved. Overseas Labour Adviser's proposal for a quarterly review' is therefore to be welcomed.

9. In view of the interest which both the Prime Minister and the Secretary of State have shown in this subject, I recommend that the Minister of State should send a telegram reminding the Governor of ministerial concern in the subject and accordingly attach a draft.
