HONG KONG: REVIEW OF THE APPLICATION OF ILO CONVENTIONS

1.

Thank you for your minute of 21 March. I have pencilled in some suggested amendments to your draft submission.

2. In addition I suggest that for the sake of clarity paragraph 5 should be reworded as follows:

"The Hong Kong Government has stated that it hopes to effect improvements during 1977 in respect of further Conventions in addition to those mentioned above. The 1977 programme is, therefore, as follows:

With regard to paragraph 6 I think it would be more appropriate for the quarterly check with on the Hong Kong Government's progress with its legislative programme to be undertaken by Hong Kong Department, as the responsible political Department, rather than by OLAD, which is an advisory Department. I am sorry I did not make this clear in my minute of 15 February, to which I attached a note on the points which I suggest be raised in the first such review at the end of March.

4. The references to the Overseas Labour Adviser in paragraph 6 of the submission and paragraph 3 of the draft telegram should therefore be altered to read "Hong Kong Department" and in addition I suggest that the last sentence of paragraph 8 of the submission should be amended on the following lines:

"It is with the purpose of avoiding similar slippage in future that the Hong Kong Department will be undertaking a quarterly review of the progress which the Hong Kong Government is making with its legislative programme.
