1. I am directed by the Secretary of State for Foreign and Commonwealth Affairs to request that the declaration in paragraph 2 below be communicated to the Director General of the International Labour Organisation. This is an amended declaration which replaces that registered on 22 March 1958.

In accordance with Article 35(2) of the Constitution of the International Labour Organisation the United Kingdom Goverment hereby declares that the Labour Clauses (Public Contracts) Convention, 1949 (No. 94) will be applied to Hong Kong with the following modification:
Article 1:
The Convention is applied only to contracts to which the Public Works Department is a party.
The Government of Hong Kong has agreed that a declaration in these terms should be made. The declaration previously made in respect of this Convention is hereby cancelled.
