My comments are as follows:
Observations
(i) In view of technological advances in
cargo handling, I support the revision of the 1932 Convention.
(ii) The future Convention, as conceived
in the questionnaire, appears to follow much the same pattern as the 1932 Convention which gave attention to considerable minor detail.
Comments on specific points
Q. 3(2) Fishing vessels should preferably
be excluded from the new Convention as the nature of operation and the risk factors involved are entirely different from cargo vessels.

Q. 6(a)
This clause is too general to be mandatory or to be written into the law. It is .suggested that it should be moved to the Recommendation as a desirable objective.
It would not be practical to provide sophisticated personal protective equipment or clothing (other than safety helmets, safety shoes and work gloves) for dockers.
