No. 90. Night Work of Young Persons (Industry) (Revised)

A Bill, to include 'airport' within the defini- tion of an 'industrial undertaking', has been drafted. II expect it to be enacted by the end of this year.

No. 94 - Labour Clause (Public Contracts)

Ition

This Convention is now "applied with modifica- tion" as the result of the inclusion of a "fair wages" clause in public contracts. An improved declaration was registered with the ILO on 25 July, 1977. Compliance has been further improved by the enactment of the Employment (Amendment) (No. 4) Ordinance 1977, which imposes a vicarious liability on principal contractors in the building and construction industries for the wages of employees of their sub-contractors.

No. 101 - Holidays with Pay (Agriculture)

The Employment (Amendment)(No. 3) Ordinance 1977, which was enacted on 29 June 1977, provides 7 days paid annual leave for all employees covered by the Ordinance, including agricultural workers. An improved declaration and a trial report will be submitted within the coming month.

No. 141 Rural Workers Organisation Convention 1975

This item was not previously included in our pro- gramme, since it was only ratified by the United Kingdom on 15 February 1977. We are satisfied that a declaration of "applied without modification" can be made. This was proposed to the FCO on 21 September 1977.

In 1978 further improvements are proposed in the application of the following four Conventions -

No. 32 - Protection Against Accidents (Dockers) (Revised)

Legislation is being drafted to introduce safety provisions affecting cargo handling on land and on board ships. We expect this to be enacted in 1978. This will enable an improved declaration to be made under this Convention.

Certification of Ships' Cooks to be replaced by

Tripartite Consultations

In the annual review report sent to the FCO on 4 January 1977, we indicated that we might not be able to improve our declaration under Convention No. 69, concerning certification of ships' cooks. This Con- vention requires that all ocean-going ships registered in territories to which it applies should carry certified cooks and that those territories should introduce arrange- ments for testing and certifying ships' cooks.
