A comparison of the present cost of subsidy with the cost of providing free education up to the age of fifteen would' also be valuable. Once we are agreed as to the facts of the situation then we can perhaps decide on the best approach to the problem. Incidentally, I understood from your telegram 302 of 22 March that remission of the tuition fee is limited to 45% for Forms I-V and 50% for Form VI. Are you now giving 100% remission where hecessary?
