Counsel will then appear in the magistrate's court and
advance such arguments on sentence as are proper. If that does not do the trick, I shall consider the exercise of my review powers.
This course will not produce immediate dramatic
results, but it is the right one. You may be sure that we
shall be keeping an eye on the situation now.
I also think that we must try to raise the general level of sentence within the existing maximum penalty before we go for an increase in that. My view is that $5,000 is
in fact too low, but current sentences are so well within
that limit that a change is not yet warranted.
