HONG KONG: MP'S LETTER: MR JAMES DEMPSEY MP

1. Mr James Dempsey MP (Labour Coatbridge and Airdrie) wrote to the Secretary of State for Trade on 10 January enclosing a letter from a constituent, Mr P Stangoe, about child labour in Hong Kong. Mr Dempsey's letter has been passed to the FCO for a

reply.

2. The cutting from "The Sunday Post" of 2 January enclosed with Mr Stangoe's letter, refers to a "campaign" by Mr Robert Parry, MP, against the employment of young persons in Hong Kong. Mr Luard replied in December 1976 to a series of questions about child labour in Hong Kong.

These arose from a programme on Granada TV It was agreed that Mr Luard's replies should 3. be used to answer any enquiries about the subject. (Mr Milton's Flag B submission of 21 December.) I therefore suggest that Mr Demsey Flag A should be sent the relevant extract from Hansard for 8 December

I suggest also that the opportunity should be taken to tell Mr Dempsey what the Hong Kong Government has done and proposes to do to improve conditions of employment and educational facilities. The letter is rather long, but I suggest it is worthwhile getting the message over in some detail. These measures were summarized in the note

that the OLA sent to the TUC on 14 December.
