1. I sent you a draft submission earlier today on this subject. Since then Mr Cortazzi has spoken to me about Hong Kong telegram no. 324 and has suggested that we should recommend that
Lord Goronwy-Roberts write a short letter to the Governor in order to bring home the interest that Ministers are taking in the problem of child labour.
2. I attach a draft letter for Lord Goronwy-Roberts' signature and should be grateful for any comments you have on it. If it is agreed that we should recommend a letter from Lord Goronwy-Roberts, I will amend paragraph 5 of my draft submission accordingly when you return it to me.
