7. There is still a good way to go before the Hong Kong Government succeed in their task of eliminating illegal child labour. The problem is important in human terms as well as from the point of view of Hong Kong's standing abroad, not least in Parliament in this country. Lord Goronwy-Roberts has said that the Hong Kong Government should be pressed on the issue. I therefore recommend that the Minister of State should write to the Governor to underline the interest that Ministers are taking in this matter and, at the same time, to enquire whether there is scope for making progress along the lines suggested in paragraphs 5 and 6 above. I submit a draft. The OLA and Mr Lipsey concur.
