3. I have not yet copied Mr Wilson's letter to the Department of Trade since it would probably be best for us first to have a fairly clear idea of how we should like to see the question of non-scheduled China/Hong Kong air traffic handled. It may be that the Chinese attitude will leave us with very limited options. I should be grateful for any comments on the subject fairly soon. Meanwhile Mr Samuel will probably send a holding reply. Grateful for any comments on the attached draft letter.
