UNSCHEDULED FLIGHTS FOR CHINA TO HONG KONG

Your minute of 14 December refers.

2. In general I think a forthcoming attitude on the part of Hong Kong towards an increase in such flights by CAAC, can only be to our benefit later. We should be able to extract some leverage in any resumption of negotiations over the ASA. Having said that we have to bear in mind the practical problems

air traffic control and apron which such an increase would cause Hong Kong:

parking avoiding CAL aircraft.

I agree with Hong Kong that nothing would be gained by seeking reciprocity for British carriers at this stage. But Hong Kong will no doubt keep an eye on this with a view to suggesting when a British carrier might share in these flights, unless of course one take the initiative in the meantime.
