AIRWAYS LTD., DAN AIR SERVICES LTD., AIR ANGLIA AND BRITISH CALEDON- IAN AIRWAYS LTD.) ARE PLANNING TO EXTEND THEIR OPERATIONS TO SCANDINAVIA. THE REALIZATION OF THESE PLANS WOULD INCREASE CAPACI BEYOND THE ACTUAL TRAFFIC DEMAND. AT PRESENT THE SCANDINAVI AN GOVERNMENTS ARE NOT PREPARED TO GRANT NEW OPERATING PERMITS TO INDEPENDENT BRITISH CARRIERS.
A BASIC OBJECTIVE OF SCANDINAVIAN CIVIL AVIATION POLICY VIS-A-VIS THE UNITED KINGDOM IS TO ESTABLISH AND MAINTAIN AN OVERALL BALANCE BETWEEN THE TWO SIDES IN THE PROVISION OF CAPACITY ON SCHEDULED SERVICES. THE SCANDINAVIAN GOVERNMENTS ARE OF THE OPINION THAT SAS - SCANDINAVIAN AIRLINES - AND BRITISH AIRWAYS CATER ADEQUATELY FOR THE DEMAND FOR REGULAR SCHEDULED SERVICES BETWEEN THE UNITED KINGDOM AND SCANDINAVIA. THEY FIND THAT THE ESTABLISHMENT OF SCHEDULED SERVICES BY INDEPENDENT CARRIERS WOULD JEOPARDIZE THE DEVELOPMENT OF PRIMARY ROUTES BY WHICH THE INTERESTS OF THE PUBLIC IS BEST SERVED.
THE SCANDINAVIAN GOVERNMENTS ARE ALSO CONCERNED WITH THE ROUTES IN THE ANNEXES TO THE PRESENT AGREEMENTS. SAS IS STILL THE ONLY MAJOR WEST EUROPEAN CARRIER WITHOUT TRAFFIC RIGHTS IN HONG KONG. MOR HAS SAS BEEN ALLOWED TO OPERATE ON ABERDEEN TO CATER FOR THE TRAFFIC GENERATED BY THE NORTH SEA OIL OPERATIONS IN SCOTLAND AND NORWAY, THE SERVICE BETWEEN ABERDEEN AND STAVANGER IS WHOLLY CARRIED OUT BY A BRITISH AIRLINE.
DURING NOVEMBER CONSULTATIONS IN OSLO THE TWO PARTIES AGREED TO RESUME THEIR TALKS IN JANUARY. THE SCANDINAVIAN COUNTRIES INTEND TO PRESENT A NEW DRAFT AGREEMENT AT THIS MEETING.
