PARA 1 OF YOUR TEL NO 646: UK/PRC AIR SERVICES AGREEMENT
1.
We understand that the discussion referred to in our
Tel No 514 took place at the ICAO Special Air Transport
Conference in Montreal in April 1977.
2. Rogers (DOT), who was leading the UK Delegation,
entertained the Chinese Delegation to a working lunch, in
the early stages of the Conference, at which he concentrated
on explaining the policy implications of the topics under
consideration at the Conference and persuading the Chinese
to adopt a constructive attitude. This they very largely did.
3. On a subsequent occasion, Rogers managed to work the
conversation round to the fact that he had negotiated an
Air Services Agreement in Peking in 1973 but that it had
never been ratified. The leader of the Chinese Delegation (Wang) replied amiably that quote there should be no difficulty
over signature now unquote. Rogers thought it imprudent to ask
any questions which might suggest that this statement might
be subject to qualifications and left the matter at that.
