The Housing Department should consider the rehousing of those who have to move permanently and, although this will probably not be necessary, the provision of temporary accommodation for those who have to move cut whilst demolition work is in progress.

The Environment Branch should consider the basis on which eex-gratia comparation should be paid and prepare appropriate recommendations for the approval of the Executive Council, These recommendations should take into account the unusual nature of the problem in the Walled City and the policy which Government has applied in other comparable situations.

The Police should make an assessment of the feasibility of providing protection to PWD contractors in the event that opposition to the demolition develops either amongst the occupants of the lower floors in the buildings concerned or amongst residents of the Walled City in general.
