From the operation in July, 1975 during which the developers reluctantly complied with the closure orders on a voluntary basis, it appears that :-

(a) The Chinese Peoples Government would not oppose the
enforcement of international civil aviation standards, probably because public safety is at issue and Chinese aircraft do use the Kai Tak Airport from time to time.
(b)
Largely because of (a), the Walled City Kaifong Welfare Promotion Committee refrained from lending overt support to the developers, thus weakening its position in the eyes of the Walled City residents. In the Committee's October 1 celebrations in 1975 only about 440 people (35 tables) participated. Compared with the previous year, this represents a 50% reduction in terms of participants and is allegedly duc langely to lack of financial support from the developers.
(c) The swift, firm and fair manner displayed by Government
was generally acceptable to the Walled City residents and supported by the public at large. Indeed, this enforcement exercise, together with the recent clean-up campaign, has been favourably welcomed as an indication of Government's det orn.ination to exert more control and bring about further improvements in this long-considered "twilight zone of uncertain jurisdiction".
Despite this it must be recognised that only three unoccupied buildings have been tackled so far and that action against the 13 occupied buildings would be a much more complicated and difficult exercise requiring extremely careful deliberation, detailed planning and tactful handling.
