all buildings in the Walled City, to stimulate development, to increase property values and, ultimately to increase the amount of compensation which Government will have to pay should it ever be possible to redevelop the Walled City.

Co-ordination of Planning

To tackle the problem described in the previous paragraph it is proposed that a phased plan of action should be drawn up by a working party including representatives of Environment Branch, PWD, the Housing Department, CDC(K) and the Police under the chairmanship of Security Branch and with power to co-opt representatives of other departments (such as the Civil Aviation Department). The plan should be presented to the Governor's Security Committee for final approval before any negotiations start. If approval is given the exact timing of any action will have to take into account the current state of Anglo-Chinese relations and the situation - in China.

The airlines using Kai Tak have been warned about these buildings and are not at present pressing for immediate demolition. prevent new structures contravening the Crdinance should however continue to be strictly enforced.

12. It seems likely that at the later stages the Working Party's deliberation will require some overt examination of the buildings ar some enquiries from the owners of the flats. It is proposed that so far as possible this should be kept to a minimum, but even so it seems likely that the interest of those living in the blocks concerned will be aroused. If opposition to enquiries etc. developed this could be embarrassing if only because at the initial stage of the exam.ination it would not be possible to say definitely what the purpose of the examination was. It would be imprudent to explain that possible demolition was being examined because if the Working Party or GSC concluded that the whole operation was too difficult or the risks too great it would appear that the Government had been forced to climb down as a result of the opposition. This is an aspect which will need very careful examination and handling.
