In the past and until 1973, the Government has adopted a very cautious and passive attitude towards the City. Since late 1973, the Police, the Urban Services Department and the City District office have intensified their operation and scope of activities therein. Through stringent law enforcement action by the Pelice on one hand and more political work of the City District Office on the other, a more positive image of the Government has been projected and satisfactory relationship with the residents established. With growing expectations for better living standards elsewhere in the territory, the City's residents may well agitate for further environmental improvements in the not too distant future. In view of the present harmonious Anglo-Chinese relationship and the upturn of the economy, it is opportune time to review existing Government policies towards the City with a view to bringing about more positive improvements as well as asserting more authority over this notorious 'twilight zone of uncertain sovereignty' (
