to keep options open, and to hold the decisions to act against other

buildings until the results of the Building exercise can be assessed,

an unavoidable element in the decision to go ahead with Building E, is

Government's acceptance to act against the rest, and to identify the

remaining 25 buildings at an early stage, if need be.

29.

Irrespective of what tactical options are taken at the time of

action, Building E will be the inevitable focal point of attention. It is

absolutely important that the exercise be executed swiftly, with the minimur

of opposition. The reasonableness of compensation and rehousing terms are

accordingly fundamental.

Phasing

30.

In order to overcome some of the difficulties described in

para. 27(a) above it is proposed that action against the 26 buildings be

roughly classified, using as criteria, height and accessibility in the following

stages (each stage if necessary could be sub-divided into a number of phases)

with priority given to those presenting the greatest risk:-
