and identify the buildings involved it would be advisable for screening
to be done on all the affected units at once thus freezing the occupancy
position.

The above proposals might well be regarded as over generous.
But as the owners would be deprived of their flats for which all have
paid substantial amounts of money in an area where Government intervention
was not expected at the time of purchase, it is thought that they represent
the minimum Government could expect to get away with without massive
organised opposition from those affected if not protest from China.
Indeed, when set against the background of the safety of the population
in and around the City and unlimited liability for aircraft accidents,
the price is a small one to pay.
Technical Difficulties in Demolition

The 26 buildings are scattered within the Walled City with
some located near the centre and others sandwiched between two or three
other buildings. The only access to most of these buildings are narrow
twisted lanes with very little room for manoeuvre. If a go-ahead is
given Government would almost certainly have to undertake this job
and it is necessary for D.P.W. to plan in advance as to how this problem
could be tackled. Former CDO (KC)'s suggestion of employing local
contractors who know the ins and outs of the Walled City for this work
might be worth considering. The technical difficulties would be compounded
if the occupiers refuse to vacate the flats.
Temporary Accommodation for Lower Floor 0:cupants
21.
It is hoped that as in the July 1975 exercise it will not be
necessary to require the occupants of the lower floors to move out
while demolition work is undertaken on the upper floors.
If this is
necessary from the point of view of safety, it will inevitably increase
the difficulty of the operation even if H.D. can make the best of its
transit centres available for this purpose. Although there appears to be
no legal difficulties in requiring the occupiers to vacate the buildings
and the
ring temporary housing would not be
