Classification of the Problem
4.
These 40 buildings could be sub-divided into 5 categories
as follows:
(a) buildings exceeding the permitted height by more than
20 feet

buildings one to three in Appendix II;
(b) buildings exceeding the permitted height by 10 to 20 feet
buildings four to nine in Appendix II;
(c) buildings whose top floor exceed the permitted height

Appendix II;

(d) buildings with obstructions such as water-tanks, stairhoods
or the roof-slap projecting above the height limit; there are
nine buildings in this category and their details are
shown in Appendix III; and
(e) buildings which are bisected by the 150 ft. P.D. and the
170 ft. P.D. line; there are seven buildings in this
category and their details are shown in Appendix IV.
Appendix I also shows the distribution of the buildings and their
respective categories.
Scope of Possible Action

The first three categories are simple and straightforward
in that their top floor/floors have exceeded the permitted height,
and that if action is contemplated, these buildings would have to command priority. But categories described in sub-paragraphs (d) and (e)
above are special cases and for reasons given below it is proposed to
exclude them from the scope of action proposed in the latter part of
this paper, if it is decided to proceed with any action against the
40 buildings.
